Project for Researching the Advanced Refuse Treatment Technologies and Executing the Management and Appraisal Work of Refuse Incineration Plants

In order to ensure the effective supervision of the management of refuse incineration plants, the Environmental Protection Administration (EPA) has conducted following tasks and prepared relevant laws, regulations and systems from year 2001: The propagation of ‘The implementation guidance for operation, examination and performance appraisal of the operated refuse incineration plants’ on April 20, 2001. (amended on April 18, 2002 and abolished on July 26, 2006) The propagation of ‘The essentials of the examination and appraisal of refuse resource recovery from incineration plants for the EPA’ on April 13, 2004. (amended on July 13, 2005 and July 26, 2006 and August 10, 2009) Reviewing the projects for management and appraisal work of refuse incineration plants since 2003, the tasks were usually revised in order to match up the waste treatment policy and target. In addition to the appraisal work, SWIMS maintenance and management work of refuse incineration plants, by the service life increasing, the drafting of performance evaluation criterion for refuse incineration plants and collecting the information of new generation waste treatment technologies etc. are also fit into the project scope between 2007 to 2010, to achieve the goal of establishing the performance evaluation rules gradually of refuse incineration plants. The purpose is to check the plant’s performance in order to prepare the plans of relevant measures. Afterwards, to visit the pyrolysis and high speed compost (or anaerobic digestion) techniques and draft the executing plan of bio-energy pilot center established at Pengfu County, Kinmen County and Lienchiang County were also fit into the project scope at 2011 and visit the waste-to-energy/resource facilities at 2012, and then back to the basic management and appraisal work of refuse incineration plants during 2013~2014. Now although 24 incineration plants still run well but their efficiencies are reducing gradually because ageing. The EPA promotes to extend the service life of incineration plants and improving their functions at the same time (ex. Energy recovery, carbon reduction) because of limited budget. So the EPA developed relevant guidance in order to provide the local government for reference when they considering the ageing problems of incineration plants . Therefore except the management and appraisal work of refuse incineration plants, the project in addition includes the following tasks: To research the advanced refuse treatment technologies To evaluate the feasibility of running about incineration plants those are in non-running state To plan the next generation blueprint about new incineration plants
